Get API key budget + usage

Returns the key's budget state: `monthlyBudgetUsd` (null = uncapped), `resetPeriod` (daily|weekly|monthly), `currentPeriodSpentUsd`, `currentPeriodStartedAt`, `remainingUsd`, `percentUsed`, and `staleReset` (true when the stored period has rolled over and the spend counter will reset on the next recorded spend, in which case spent reads 0). Admin role required; the org is resolved from the key's own `api_keys.org_id`, so org A cannot read org B's key. 400 on a non-UUID keyId, 404 if the key does not exist.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
