/api/v1/changesList recent changes (org-wide)
Returns a cursor-paginated timeline of `change_events` rows. Requires `?orgId` or `?projectId` (400 otherwise). Optional filters: `type` (CSV of prompt_edit|firewall_rule|eval_suite|eval_scorer|guardrail|feature_flag|env_var|api_key|secret_rotation|deploy|workflow|pipeline|integration|plan_change|team_change|manual), `action` (create|update|delete|rollback|deploy), `risk` (low|medium|high|critical), `actorId`, `since`/`until` (ISO), `cursor` (ISO, keyset on occurred_at) and `limit` (1-100, default 50). Returns `{items, nextCursor, hasMore, total, summary:{byRisk, byType}}`, newest first. Reads through a service-role client, so the `orgId`/`projectId` predicate — not RLS — is the tenant boundary; membership is verified by the wrapper before the handler runs. No audit-log cross-reference or tamper-detection is performed.

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
