Get reusable guardrail library

Returns the pre-built guardrail catalog from @evalguard/core — 55 definitions across six categories (content-policy, data-protection, business-logic, safety, compliance, domain), each a named rule set (e.g. `pii-ssn`, `api-key-leak`, `prompt-injection-output`, `hipaa-phi`, `gdpr-right-to-forget`, `pci-card-data`, `eu-ai-act`, `ccpa-consumer`). Query: `?category=` (one of the six; anything else is 400), `?search=` (name/description/tags), `?detail=true` to include full rule definitions instead of the { id, name, description, category, tags, ruleCount } summary. Returns { guardrails, total, categories }. Pure registry lookup — served with `Cache-Control: public, s-maxage=300, stale-while-revalidate=3600`.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
