Triage one failure cluster

Sets a cluster's triage `status` and/or `clusterLabel`. Requires the **editor** role — triage advances the failure loop that feeds template drafting, so viewers may read clusters but not triage them. Only those two columns are writable from the product: `traceIds`, `size`, `runId`, `method` and `verdictSource` are machine-generated provenance and are never accepted here. Both `id` and `projectId` are required and both are applied to the write, so a cluster id from another organization is not addressable. An empty-string `clusterLabel` clears the label. 404 when the cluster is not in that project.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
