Classify prompt intent

Deterministic prompt-intent / data-sensitivity / governance-risk classification (no model round-trip). Org-scoped for rate-limiting.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/api-keys.
