Publishes a template to the shared marketplace catalog — it does not install anything. Body: name, category and config required; `config_schema` optional and, when present, must be a flat object JSON-Schema (typed scalar/enum/array properties, ≤200 fields, no nested objects) or the call is rejected 400 INVALID_CONFIG_SCHEMA. The row is inserted into the global `templates` table with author_id bound to the caller's own user id, so a publisher can only create templates they own; there is no org scoping and no code-signing or signature verification on this path. Returns 201 with the created template.
Authentication
Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
