List/get board reports

Persisted board governance reports. ?orgId (uuid) is required and caller membership is verified before the handler runs; every query also pins .eq("org_id", orgId). With ?id, returns the full report plus a server-side Ed25519 re-verification of the stored signature (`verification: { signed, valid, errors }`); a cross-tenant or missing id both return the same 404. Without ?id, returns report summaries newest-first (?limit 1-200, default 50). API-key/JWT callers read through the service-role client, so RLS is bypassed for them and the membership gate + org pin are the enforcing controls; session callers additionally get RLS.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
