/api/v1/compliance/changesList compliance-relevant changes
Returns the REGULATORY change catalog compiled into @evalguard/core — upcoming and past changes to compliance frameworks (e.g. EU AI Act milestones), not this org's activity. `?framework` accepts a comma-separated list ONLY when combined with `upcoming`, `actionRequired` or `since` — used alone it is matched as a single framework id, so a bare comma-separated value returns nothing; `?upcoming=true` returns only forthcoming changes, `?actionRequired=true` only those flagged action-required, `?since=<date>` only changes after that date (there is no `until`). With no filters, the full catalog is returned. Response is `{ changes, total }`. Static reference data: auth is required but no tenant row is read and no org context is resolved.
