List persisted checklist toggle state for a framework

Returns every persisted compliance_evidence row for the (project, framework) pair so the dashboard can merge the user's historical checks with the live gap analysis. Toggle state lives in the compliance_evidence table with RLS gating reads on is_project_member.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
