Fetch + verify a Decision-BOM

Returns the signed Decision-BOM (why a firewall/guardrail/gateway decision was allowed/blocked) for an id and re-verifies its Ed25519 signature server-side via `verifyDecisionBOM`, returning the BOM plus a `verification` block and the signature envelope (algorithm, value, publicKeyPem). Org-scoped: `getOrgId` resolves the owning org FROM THE ROW and the membership gate runs before the handler, which additionally pins `.eq("org_id")` — an id matching no row returns 404 NOT_FOUND, while a BOM owned by an org the caller is not a member of returns 403 NOT_ORG_MEMBER from that gate. Cookie callers read under RLS; API-key/JWT callers read through a service-role client that bypasses RLS, so the org pin is the tenant fence on that path. Explicitly audited as `decision_bom.verify` (GETs are not auto-audited). 60 req/min.

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
