Get data-residency configuration

Returns a project's data-residency configuration. Requires `?projectId` (400 if missing) and the Team plan or above. Returns the `data_residency_config` rows (newest first), the 10 selectable regions with their GDPR/HIPAA flags, per-row DPAs from `dpa_agreements`, up to the 200 most recent `residency_violations`, and a computed DPA `complianceSummary` (coverage + expiry). Also returns the honesty surface `resolvedPrimaryRegion`, `unresolvedRegions` and `residencyResolved` — when `residencyResolved` is false at least one declared region is not a plane EvalGuard can place data in and `complianceSummary` must not be read as a residency guarantee. No replication topology or retention windows are reported.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
