List GDPR Art. 33 breach incidents (with optional overdue filter)

Returns the org's personal-data breach register from ai_incident_reports (newest by discovered_at, max 200 rows). orgId comes from ?orgId or the eg_ API key (400 MISSING_ORG_ID if neither). Set overdue=true to filter to incidents discovered more than 72h ago that have no authority_notified_at AND are not still in `draft` status — drafts are deliberately excluded from the overdue set because they have not committed to the Art. 33 SLA.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.

200Incident list (incidents[] + total count)
400Bad Request — MISSING_ORG_ID.
401Unauthorized — no valid credential was presented (AUTH_REQUIRED).
403Forbidden — the credential is valid but lacks the API-key scope, member role, or plan entitlement this operation requires.
429Too Many Requests — the per-key or per-organization rate limit was exceeded. Honour the Retry-After header.
500Internal Server Error — DB_ERROR.
