Update or withdraw an accepted risk

Updates an acceptance, including retiring one by setting status to `withdrawn` with a reason. There is deliberately NO DELETE: the record stays in place so the register keeps its history. Org-admin only, audited.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
