PATCH/api/v1/impact-assessment

Update or submit an impact assessment

Edits a DRAFT impact assessment's sections (`title`, `stakeholders`, `risks`, `mitigations`) and/or submits it (`status: "submitted"`). Body requires `id` + `projectId` and at least one section or `status`. The row is loaded by `id` pinned to `projectId`; an unknown id (or one in another project) is 404 NOT_FOUND. A submitted assessment is immutable — editing it, or losing a race with a concurrent submit, is 409 ASSESSMENT_SUBMITTED. Submitting appends `{action: "submitted", by, at}` to `review_records`. Requires owner/admin on the project's org (`compliance:update`); rate-limited to 30/min. Returns the updated `impact_assessments` row.
