/api/v1/annotation-queue-items/{itemId}/releaseRelease the lock on a queue item without submitting
Clears `locked_by`/`locked_at` on the `queue_assignments` row and sets status back to `pending` so the item returns to the pool. The lock holder may always release. Releasing another reviewer's lock requires BOTH `force: true` in the body AND org owner/admin role (403 LOCK_OWNERSHIP without force, 403 FORCE_RELEASE_FORBIDDEN without the role). Already-completed items are 409 ALREADY_COMPLETED; an unlocked item is an idempotent no-op returning {released:false, reason:'not-locked'}. Requires the `datasets:read` permission and org membership. One audit_logs row (action `update`) is written per request.
