Open/decide/close a recertification campaign

Opens a campaign (snapshots org members), records certify/revoke decisions, or closes it. role=admin, audited.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/api-keys.
