Create privacy activity record

Adds a RoPA entry to `processing_activities`. Org is resolved with the same precedence as the authorization gate (?orgId= → body.orgId → the API key's org) so the row can never be written into an org the caller was not authorized against; `name` is required and `risk_level`, if present, must be low|medium|high|critical. NOT mass-assignment-whitelisted: the request body is spread into the INSERT with only the camelCase `orgId` key stripped, so any other column on the table is settable from the body — org_id and created_by are the only server-forced fields. Requires compliance:create. Returns 201 with the created row.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
