Get agent governance policy

Returns the static agent-governance catalog from `@evalguard/core`: the five built-in permission templates (read-only, standard, elevated, admin, autonomous) with their permission tuples and counts, the three security checks the governor performs (permission enforcement, chain validation, memory-poisoning detection), and the seven memory-poisoning detection pattern families (injection, contradiction, trustEscalation, obfuscation, persistentInjection, contextStuffing, memoryManipulation). `stats` comes from a fresh in-process AgentGovernor and is not persisted org state. No org/project scoping and no query parameters.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
