List flagged logs awaiting annotation

Returns flagged production_logs (with their annotations) for a project. projectId is required (400 if missing).

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
