List online (sampled) eval runs

Returns a project's online-eval state (`?projectId` required): `samplers` — up to 50 `online_eval_samplers` rows with sample_rate, max_per_hour, scorer_keys, model_filter, execution_mode and last-run counters; `recentResults` — `online_eval_results` in the window (id, sampler_id, log_id, scorer_key, score, passed, reason, duration_ms, error, occurred_at); and `aggregates` — per-scorer total, passRate, errorRate and p95 duration. Window defaults to the last 7 days (override with `?since`), `?resultsLimit` defaults to 200 and is clamped to 50-1000. Returns empty collections if the online-eval tables are not yet migrated.

Authentication

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
