/api/v1/agent-memory/governanceUpsert agent-memory governance policy (alias of PUT)
Admin-only (owner/admin) upsert of the agent-memory governance policy — alias of PUT, sharing one handler and one options object (`requiredRole: "admin"`, `gateway:update`, 20 req/min). Body (strict): `orgId` (uuid, required), optional `projectId`, `enabled`, `mode` (off|monitor|enforce), and `config.thresholds.poisonMinConfidence` / `config.requireApprovalOnRewrite` / `config.requireProvenance`. Enforcement IS live and is driven by this policy row, not by an env flag: `POST /api/v1/agent-memory` maps `mode` onto TwoTierMemory's `onPoison`, so `enforce` drops a poisoned fact and appends a hash-chained decision to the ledger. Every write is audited (`agent_memory.governance.update`). Returns {policy}.

Send Authorization: Bearer YOUR_API_KEY on every request. Generate API keys at /dashboard/settings/api-keys.
